Nesquehoning Borough Council, in a stormy session, voted 4-3 to approve the subdivision plan for the Panther Creek Energy Project. Peter Malaska, who voted against the proposal, said his concern was the water supply. Louis Paul, who favored it, said his main concern, the establishment of a buffer zone between the Panther Creek project and the Tonolli Superfund site, has been resolved to his satisfaction.
