Shenandoah woman is cited
A 20-year-old Shenandoah woman has been cited by state police from the Frackville barracks with retail theft.
Police said Keila Glenalis Lugo was arrested after she attempted to steal a tank top and shorts valued at $35.98 from the Deb Department Store in the Schuylkill Mall. Police said the woman was stopped by the store manager just before leaving the store.
