Divorces granted
Kelly Eubert was granted a divorce from Malcolm Eubert III, both of Orwigsburg. They were married Nov. 20, 2004.
Sally M. Behney, Hegins, was granted a divorce from Matthew W. Behney, Ashland. They were married May 22, 1999.
Melissa L. Harner, Spring Glen, was granted a divorce from Cliff W. Harner, Valley View. They were married Nov. 25, 2000.
Jerome Pellish was granted a divorce from Cynthia A. Pellish, both of Pottsville. They were married Nov. 16, 2002.
High court appeal
Kelly Dougherty, Tamaqua, appealed to the Pennsylvania Superior Court from a protection from abuse (PFA) sentence imposed by a county judge. Her appeal was recently denied by the court. Dougherty was found guilty of indirect criminal contempt and was fined $300 and costs for sending text messages to Gary Follweiler. The PFA order prohited her from having any contact including by telephone.
Treasurer's report
With tax monies starting to flow into the county it had a balance at the end of March of $39,438,780.57, according to the report released by Treasurer Jacquelyn McGovern. The beginning of the month balance was $34,745,149,43; deposits, $18,146,392.50 and disbursements, $13,453,781.36.
In March real estate taxes received were $3,091,714.376; funded debt tax, $152,042.09 and per capita tax, $75,326.81. The county's share of revenue from license sales by the treasurer's office were, dog, $1,512; hunting, $95; bingo, $5; and small game of chance, $6,460. Other revenues were, fees from magisterial district justices offices, $50,926.59; 9-1-1 land phone tariff, $78,381.38; and hotel tax, $9,682.52. Revenue received from coal land royalty payments was $4,588.78.
Child placements
The Children and Youth Service Agency released a report summarizing the clients served during the agency's fiscal year.
On April 1, 2009, the agency was serving 1,001 families. During the quarter the agency processed 423 new families for services and discharged 421. As of June 30, 2009, there were 2,065 childlren that were receiving services. Of this number 319 were in placement and 1,714 were receiving home service. Eleven children were placed because of child abuse, 10 because of the child's uncontrollable behavior or emotional problems, four because of inadequate housing, two because of lack of supervision or neglect, 14 because of delinquency, five because of drug and alcohol problems of the parents, five because of drug and alcohol problems of the chid, two because of parents' mental health problems, 23 because of child's mental health problems and one because of turancy.
There were 57 children placed during this quarter, with 66 childlren being discharged. The number of chlildren in placement were 351. The average daily cost of placement of children was $111.35 which is $7.33 less than projected for 2009. The actually daily cost for this quarter was $117.66. The agency began the quarter with $630,700 and ended the quarter on June 30, 2009, with $901,087. The agency anticpated the county's contribution for the current year will be $3,092,422. The agency also receives monies from the federal and state governments.
Guilty of PFA
Daniel Shaw Zachary, Schuylkill Haven, was found guilty by Judge D. Michael Stine of violating a protection from abuse (PFA) order and fined him $300 plus costs and released him from prison where he had been confined for seven days.
Dissolve warrants
Allison Elizabeth Fernando, of 614 Wyoming St., Tuscarora, had the bench warrant issued against her to bring her to court dissolved by Judge Stine and bail forfeiture was set aside. Bail was reinstated with a special condition she must reside at the Tuscarora address and not relocate without court approval. Fernando faces prosecuiton for driving under the influence (DUI) of alcohol.
A bench warrant issued against Justin Washick, 23, Pottsville, was dissolved by Judge Cyrus Palmer Dolbin and Washick was released on a $5,000 unsecured bail and must abide by all standard conditions of bail. Washick faces a charge of defiant trespass on a business property in Pottsville.
Christina Joy Roeder, 21, Pottsville, had two bench warrants dissolved by Judge Dolbin and bail was set at $5,000 unsecured. She faces two counts of DUI.
Revoke parole
The parole of Annette Marie Trout, 51, Cressona, was revoked by President Judge William E. Baldwin and her liberty time of 85 days was disallowed and added to her maximum date. She was committed to the Department of Corrections to serve the balance of her sentence with credit for time served of 133 days. Baldwin announced the court hereby relenquishes jurisdiction for parole and her parole shall be determined by the State Board of Parole. She was remanded to the county prison to be transported by Sheriff Joseph Groody to a state prison to serve her sentence. Trout had pleaded guilty to a DUI charge back in November 2007 and was placed in the Intermediate Punishment Program (IPP) for five years. This was her second revocation.
