Approval met for first two phases of mobile home park

Duane Schleicher signed an agreement with the East Penn supervisors listing what remained to be done on sections one and two of Northside Heights. Still on the list was an inspection by the engineer.

Supervisor chairman Herb Truhe made a motion at this week's supervisors' meeting to accept the as-built plans and consider the first two phases complete. "Let's get this off our backs, guys," he said.

"You are circumventing the agreement," said supervisor Randy Pfeiffer. In a 4-1 vote with Pfeiffer voting "no," it was approved.

Under public comment Walter Zlomsowitch said, "At the Dec. 30 meeting you showed you have no shame whatsoever. You say you got rid of people to balance the budget."

Resident Harvey Keiper presented pictures of the Clair Troxell property to the new supervisors. He had questions for Solicitor Jim Nanovic, but Nanovic was not present.

Resident Joe Ehritz said he hoped the roads would continue to be cared for and that the township will assist the fire company with grants. He sees conflict of interest in some of the supervisors' early actions and fears that the township will be sued.

Resident Tom Hedrich spoke for his neighbors. He said he is truck driver and knows a triaxle dump truck weighs 25,000 to 29,000 pounds empty weight and when loaded it would be well over the 10-ton limit on Hollow Road. This refers to the last meeting when it was mentioned that Lehigh Asphalt was hauling dirt from its proposed quarry on Hollow Road. He also said their loads were not tarped.

Nancy Blaha repeated her statement of the previous meeting that the company has in the past and could now get waivers from the requirement that 500-tons be hauled yearly. She said the solicitor should send a letter citing them for an overweight load.

Supervisors will have an independent auditor do the audit as required for the PennVest loan. Truhe said the township auditors could also do an audit of non-PennVest funds because they come up with some needed information. Auditor Wendy Kunkel said they cannot do the audit if an independent firm is going to, and asked, "Why would you want to pay twice?"

Troxell filed an appeal on Nov. 25 of the latest court decision. No hearing date has been set.

The matter of permits at Schleicher's campground (Stonybrook) came up in December. Schleicher said he is not required to get permits for the decks that are being built because they are temporary.

Pfeiffer said he wanted to see the permits for the electric and water that Schleicher said he had inspected by the universal construction code inspector.

The East Penn Township Volunteer Fire Company was named the authorized fire company for the township. It will receive a $4,000 grant from the township. The Carbon County animal shelter will receive $319.

Supervisors and township officials who want to go to the supervisors' convention on April 18 in Hershey were approved.
