Vehicle stop leads to multiple charges

A vehicle stop by officers of the Pcoono Mountain Regional police led to multiple charges being filed against the driver and his passenger. The stop occurred about 12:25 a.m. on Saturday, Jan. 23, along Cross St. and Locust Ridge Spur, in Pocono Lake, Tobyhanna Township.

Police said a vehicle operated by Francis Harvey Miller, 40, of White Haven, was stopped for vehicle code violations. At the stop a passenger with Miller was identified as Naomi Healy, 48, also of White Haven.

Police said a license check revealed Miller had a active protection from abuse (PFA) order against him with the protected party being Healy. Officers determined that Miller and Healy were both intoxicated.

Miller submitted to field sobriety tests which he failed. Miller was placed under arrest for driving under the influence (DUI) and violation of the PFA order. He was transported to the Pocono Medical Center, East Stroudsburg, for a blood test. He was then taken to the county prison in Snydersville pending arraignment.

While at the scene Healy was advised that Miller was under arrest and due to her condition she could not operate the vehicle. She said she would call for a ride but began questioning police about the traffic stop.

Police said Healy became loud and belligerent and would not quiet down when told by officers. She was then placed under arrest but resisted officers, who had to physically subdue her.

She continued to resist and was pushed to the ground while being handcuffed. She received a minor injury during the incident and was taken to PMC for treatment. She continued to unruly and refused medical treatment and PMC and was unruly at police headquarters. While at headquarters she screamed non-stop, struck her restraints against the wall of the holding cell and attempted to plug up the toliet with toliet paper.

She was charged with resisting arrest, disorderly conduct and public drunkenness.
