Dog owner cited
A Monroe County dog owner was cited for an incident that occurred on Sunday, July 18.
State police at Fern Ridge said about 7:20 p.m. Sandra Wirhanowsky, 55, of Grand Mesa Drive, Effort, Chestnuthill Township, reported she was bit on a hand by her neighbor's dog causing a minor injury.
Troopers said the dog owner was identified as David Darwin, 48. He was cited for confinement and housing of dogs.
