Monroe resident facing charges
A Monroe County resident is facing a charge of scattering rubbish.
State police at Lehighton said Robert Coughlan, 42, of Gilbert, was charged after the Monroe County Litter Control reported that four garbage bags containing his personal information were found along Flythe Road, in Ross Township, on March 24.
