Eliminate the expenditures

Often when the media (particularly CNN) reports on providing relief to beleaguered taxpayers by reducing governmental expenditures in various economic sectors, including the health-care sector, pundits suggest that a one-dollar reduction in governmental funding will necessarily result in a one-dollar reduction in the delivery of actual services to patients.
One wonders how many expenditure line items there are in the budget of those entities that operate in the medical sector. For example, many local and national health-care providers unabashedly subscribe to deluxe boxes at various sports venues, advertise lavishly on television, radio, sports stadiums and the printed media. Is it too much to suggest that those, and other budgetary espenses of health-care providers should be considered for elimination or reduction in order to more efficiently and effectively assure that revenues flow to patient care?
