Mystery of the unplowed road

I've noticed on page 21 of the February 8th Edition of the TIMES NEWS online newspaper that there was an article stating, "the road crew was doing a good job keeping up with the weather." Evidently, the person who said this should take a little venture out my way.

The momentous Church Hill Road has not been plowed since the first original snow storm and is now covered in at least two-to-three-inch sheets of ice throughout. In addition, there are ruts in the entire road, showing that nature has made its own attempt to melt the ever-growing ice, but the township has not taken the initiative to run a plow down the road (for whatever reason).

This is quite skeptical, considering one of my first clues to this mystery was on my way to work this morning at 5 a.m. I witnessed a plow truck on the road, but the most useful tool, the plow, was not doing its designated job. In fact, the driver had not dropped the plow on his vehicle at all.

Also, another clue in this mystery is why was this truck was not salting or cindering. After analyzing the evidence on the road, one can easily tell with the naked eye that no materials of the sort have been dispersed on the road for days, if not a week.

Isn't that their job, or am I, a lowly citizen, mistaken? So many clues to an increasingly growing situation. The plot thickens, but I guess I will never know if this road will be taken care of.
