Carbon man facing charges

A Carbon County man is facing charges following an incident that occurred on Tuesday, Nov. 1, along Upper Smith Gap Road, in Lower Towamensing Township.

State police at Lehighton said troopers made a traffic stop at the above location. While at the stop Tom Elmer Costenbader, 42, of Lehighton, intervened in the stop and acted in a disorderly manner, troopers allege.

Costenbader was charged with obstruction in administration of law or other governmental functions, persistent disorderly conduct and resisting arrest.
