I-80 stop results in Philly man's arrest
State police at the Fern Ridge barracks said a traffic stop made at 12:41 a.m. Tuesday along Interstate 80 westbound in East Side Borough, resulted in the arrest of a Philadelphia man for carrying a gun without a license to do so.
Police said they stopped a 2002 Pontiac Grand Prix driven by Joseph Rossi Higgins for registration violations, after which time they found him to be in possession of a loaded .387-caliber revolver.
Police said he is not licensed to carry a concealed weapon, nor is the pistol registered to him. Police said they are investigating how Higgins came into possession of the firearm.
