Animal abuse charge filed in Monroe

State police at the Fern Ridge barracks filed animal abuse citations against the owner of a dog that bit an Effort woman at 2 p.m. Oct. 29.

The incident happened at 30 Burrwood Road, Chestnuthill Township. The victim is Melanie A. Mostkieweicz of Effort.

Police said they learned the dog had been abandoned by its owner from about 9 a.m. Oct. 26 until 2 p.m. Oct. 30.

Police did not identify the owner.
