Allentown man charged with possession of heroin

An Allentown man has been charged after a police stop found him to be in possession of heroin.

According to the affidavit of probable cause filed by officer Jarrod Bulger of the Lansford Borough Police Department:

At 5:50 p.m. Feb. 16, Bulger saw a blue GMC traveling eastbound on West Patterson Street in the area of West Patterson and Sharpe streets.

Bulger saw the vehicle had a faulty right registration light, and conducted a vehicle stop in the area of West Water and Coal streets on West Water.

He made contact with the occupant of the vehicle, Kevin Whitmore, 36.

When asked if he had anything illegal inside the vehicle, Whitmore said he did not.

Bulger searched the vehicle, and asked Whitmore to get out. He located a blue, green and gold glass smoking pipe with burnt residue in the center console.

Bulger put Whitmore in handcuffs and placed him in the patrol unit.

Bulger returned to the passenger side of the vehicle, opened a McDonald’s bag and turned it upside down, and saw two orange and white hypodermic needles fall out of the bag.

Bulger also saw a medium-sized clear bag containing several white glassine packages containing a white powderlike substance.

Bulger transported Whitmore back to the station, where Bulger emptied the clear bag of white glassine bags and counted 10 groups of buns. The packages weighed 17.15 grams.

Whitmore said the heroin was for personal use.

Whitmore faces charges of manufacture, delivery, or possession with intent to manufacture or deliver; intentional possession of controlled substance by person not registered; use/possession of drug paraphernalia; and no headlights.

He is currently in the Carbon County Correctional Facility in lieu of $25,000 bail, and is scheduled to have a preliminary hearing at 3 p.m. Feb. 27 before District Judge Casimir T. Kosciolek of Lansford.
