Carbon County court – ARD

Five defendants in pending criminal cases were placed in Carbon County’s Accelerated Rehabilitation Disposition probation program recently by Judge Steven R. Serfass.

If a person successfully completes all conditions of the program, their record is wiped clean. However, if they fail to complete it, or are revoked from it, then they would face trial on all pending charges. A person does not admit guilt in entering the program.

Thomas Dimichele, 29, of Pittston, Luzerne County, was placed for a year on a charge of possession of a small amount of marijuana. He was arrested on Oct. 22, 2017, by state police at Lehighton along Route 903 in Penn Forest Township, following a vehicle stop.

He was assessed $650 for the cost of the program and ordered to get a drug and alcohol evaluation and follow any recommendation for treatment and render 50 hours of community service.

Jakob Muniz, 19, of Lansford, was placed for a year on a charge of theft. He was arrested by Lansford police for an incident along East Kline Avenue in which a backpack with prescription drugs in it was taken.

He was assessed $450 and ordered to render 50 hours of community service.

Kyle Allan Rappold, 20, of Palmerton, was placed for 18 months on a charge of firearms not to be carried without a license. He was arrested on Jan. 23 by state police at Lehighton along Route 443 in Lehighton following a vehicle stop. A .22-caliber pistol was found in the vehicle.

He was assessed $450 and ordered to render 75 hours of community service.

Joanne Reiss, 31, of Saylorsburg, was placed for a year on a charge of possession of drug paraphernalia. She was arrested on Sept. 22, 2018, by Nesquehoning police.

She was assessed $450 and ordered to get a drug and alcohol evaluation and render 50 hours of community service.

Jill M. Zmarzley, 36, of Palmerton, was placed for 18 months on a charge of false/fraud insurance claim. She was arrested by Mahoning Township police on Dec. 20, 2018, for making a false claim for a crash.

She was assessed $450 and ordered to render 75 hours of community service.
