Carbon County court — ARD
Ten first-time offenders in the criminal justice system were placed in Carbon County’s Accelerated Rehabilitation Disposition probation program on Thursday by Judge Steven R. Serfass.
If a person successfully completes all conditions of the program their record will be wiped clean. However, if they fail to complete it, or are revoked from it, then they would face trial on all pending charges. A person does not admit guilt in entering the program.
All were placed for a year, unless otherwise noted.
Cory M. Blass, 39, of Lehighton, was placed on a driving under the influence charge. He was arrested on Jan. 23 by Mahoning Township police along First Street. A test revealed the presence of a controlled substance.
He was assessed $600 for the cost of the program and ordered to render 50 hours of community service and his license was suspended for 60 days.
Kyle A. Bollinger, 22, of Palmerton, was placed on a DUI charge. He was arrested on Jan. 14 along Penn Street by Lehighton police. A test revealed a 0.14 BAC.
He was assessed $500 and ordered to render 50 hours of community service and his license was suspended for 60 days.
Oleg Bulko, 33, of Philadelphia, was placed for six months on theft and related charges. He was arrested on Jan. 1 by state police at Lehighton for stealing a snowboard at the Blue Mountain Ski Resort in Lower Towamensing Township. The snowboard was recovered.
Bulko was assessed $450 and to render 25 hours of community service.
Nicholas Anton Chambers, 20, of Lehighton, was placed on a charge for six months of possession of marijuana. He was arrested on Dec. 16, 2017, by Franklin Township police at Scotch and Elm streets.
He was assessed $450 and ordered to get a drug and alcohol evaluation and follow any recommendation for treatment and render 50 hours of community service.
Tiffany Ann Derr, 26, of Saylorsburg, was placed on a charge of DUI. She was arrested on Oct. 9, 2017, along Indian Hill Road in Franklin Township by state police at Fern Ridge. A test revealed a 0.12 BAC.
He was assessed $500 and ordered to render 50 hours of community service and his license was suspended for 60 days.
Alan James Everett, 29, of Lansford, was placed on a DUI charge. He was arrested on Feb. 10 by Lehighton police along Second Street. A test revealed the presence of a controlled substance.
He was assessed $600 and ordered to render 50 hours of community service and his license was suspended for 60 days.
Joshua Jacob Fox, 24, of State College, Centre County, was placed on a DUI charge. He was arrested on Aug. 19, 2016, along Route 903 in Penn Forest Township by state police at Fern Ridge. A test revealed the presence of a controlled substance.
He was assessed $650 and ordered to render 50 hours of community service and his license was suspended for 60 days.
Destiny Lynn Miller, 27, of East Stroudsburg, was placed on a DUI charge. She was arrested on Dec. 14, 2016, by Lehighton police along East Alley. A test revealed the presence of a controlled substance.
She was assessed $650 and ordered to render 50 hours of community service and her license was suspended for 60 days.
Lisa Marie Popovich, 40, of Lehighton, was placed on a DUI charge. She was arrested on Oct. 8, 2017, by Lehighton police along Iron Street. A test revealed a 0.25 BAC.
She was assessed $650 and ordered to render 50 hours of community service and her license was suspended for 60 days.
Timothy L. Noll, 49, of Fleetwood, Berks County, was placed on a DUI charge. He was arrested on Jan. 21 by state police at Fern Ridge along Stoney Creek Road in Penn Forest Township. A test revealed a 0.15 BAC.
He was assessed $500 and ordered to render 50 hours of community service and his license was suspended for 30 days.
Each defendant must also pay court costs of about $1,000, a $50 per month supervision fee while in the program and those charged with DUI must follow any recommendation of their drug and alcohol evaluation.
