Carbon County court — ARD

Five first-time offenders in the criminal justice system were placed in Carbon County’s Accelerated Rehabilitation Disposition probation program on Monday by Judge Steven R. Serfass.

If a person successfully completes all conditions of the program, their record is wiped clean. However, if they fail to complete it, or are revoked from it, they then would face trial on all pending charges. A person does not admit guilt in entering the program.

All were placed for a year on driving under the influence charges.

Daniel Dagorn, 62, of Lehighton, was arrested on Sept. 16, 2017, by Lehighton police. No BAC test was reported.

He was assessed $650 for the cost of the program and ordered to render 50 hours of community service, and his license was suspended for 60 days.

Charles E. Galiano, 25, of Albrightsville, was arrested on March 25 along Old Stage Road in Albrightsville by state police at Fern Ridge. A test revealed a 0.15 BAC.

He was assessed $500 and ordered to render 50 hours of community service and his license was suspended for 60 days.

Dale John Fredericks, 39, of Tamaqua, was arrested on Feb. 10 along Constitution Avenue by Lehighton police. A test revealed the presence of a controlled substance.

He was assessed $600 and ordered to render 50 hours of community service and his license was suspended for 60 days.

Christopher Thomas O’Rourke, 23, of Albrightsville, was arrested on Sept. 1, 2017, by state police at Fern Ridge. A test revealed the presence of a controlled substance.

He was assessed $650 and ordered to render 50 hours of community service and his license was suspended for 60 days.

Zevvin Edward Young, 24, of Nesquehoning, was arrested along Fourth Street by Lehighton police on March 3. A test revealed a 0.10 BAC.

He was assessed $600 and ordered to render 50 hours of community service, and his license was suspended for 60 days.

All defendants must also pay court costs of about $1,000, a $50 per month supervision fee while in the program and follow any recommendation of their drug and alcohol evaluation.
