A look back: Nov. 6, 1991
The honorable Richard W. Webb, judge of the Court of Common Pleas in the County of Carbon.
County residents will have 10 years to get used to associating the name with the title as voters Tuesday overwhelmingly elected Webb, the county’s Democratic district attorney for the past 16 years, to become Carbon’s second judge.
Webb, from Palmerton, easily defeated Republican William G. Schwab of East Penn Township, by a vote of 8,721 to 7,179, for the right to preside alongside President Judge John P. Lavelle.
The new position was made available last year when Gov. Robert Casey signed into law a bill that established 24 new judges in the state.
