Lower Towamensing approves bid for road work

Bids for road work projects were opened Tuesday night at the Lower Towamensing Township supervisors meeting.

Chairman Brent Green read the bids which included Bruce George Paving and Excavating Inc. in Kunkletown at $350,835.49; Bracalente Construction Inc. in Northampton at $457,418.97; Lehigh Asphalt Paving and Construction Co. Inc. in Tamaqua at $555,751.30; and New Enterprise Stone and Lime Co. Inc. in Enterprise at $668,119.80.

There are six township roads named in the contract for work this summer. Some include a second step involving a bituminous seal coat. The roads and work to be done include:

• Covered Bridge Road from Lower Smith Gap Road to Little Gap Road — Bituminous patching and pavement repair, plus a second project on this road that includes putting down a bituminous wearing course.

• Spruce Road from Hahn’s Dairy Road to Forest Drive — Bituminous patching and pavement repair, plus a single bituminous seal coat using a polymer modified emulsion.

• Wintergreen Road from the township line to Sunset Terrace Drive — Bituminous patching and pavement repair, plus a single bituminous seal coat.

• Maple Drive from Fireline Road to Dairy Road — Bituminous patching and pavement repair, plus the single bituminous seal coat.

• Hazlewood Road from Hemlock Street to the township line — a 686-by-19-foot section of roadway will have a bituminous wearing coat put down. The entire road width and length will be coated, and the square yardage includes the intersection flares.

• Third Street from Fireline Road south 200 feet — a bituminous wear coat will cover the entire road length and width, and the project will include the intersection flares.

There will also be some base and shoulder repair done on Third Street, Green added. The cost for that work is $8,679. The project and cost was determined at a previous meeting.

The supervisors voted to choose Bruce George Paving and Excavating for the project.

“I think we’re getting a lot done for that price,” said Supervisor Ron Walbert. “They do really nice work in my opinion.”

In other business, the supervisors voted to adopt a Sewer Enforcement Office resolution. The resolution provides direction to the township and residents as to which party is responsible for payment of a verification fee when a perc test has to be redone.

A perc test would have to be redone or verified if it was completed by a sewage enforcement officer who no longer works for the township. The new SEO has to verify it is still good before he or she can allow for a building permit to be issued.

The resolution was drafted by the township’s solicitor James Nanovic and basically states that if the original perc test was done within three years of the date in which it needs to be verified, then the township will cover the verification fee. If the perc test is older than three years, then the verification fee will have to be covered by the resident.

Since the matter was just discussed at length at the April meeting, the supervisors did not have anything to add to the discussion Tuesday night. The item was simply brought up on the agenda and put to vote.
