Why are they out in the cold?

Dear Editor:

This bothers me.

Why does the Salvation Army, a good organization,need to stand out, in the cold, instead of being in the lobby?

I noticed this at the Lehighton Walmart.

I don`t understand the rationale regarding this.

The gentleman said," at least it isn`t so cold today". What about future days?
