Black ice on Mansion House

The Mansion House Hill was a rough ride for many years. However this past summer it was redone and is now a pleasure to drive. I was happy to see smile installing the new drains that they also put a macadam curb on the mountain side of the road. Great idea!
Now the water won't be running across the road. However some wizard probably with papers to prove he knows what he's doing, decided to fill the gutter with stone. What a stupid idea! Now since the gutter's already filled with stone the water has only one place to go - on the roadway. During most of the year this is no problem, but do any of these wizards know the equation - water on macadam plus 32 degrees equals black ice?
I'm aware of the recent downpour we've had but the problem was there before the heavy rains fell. They just made it worse. It's an easy fix, removing the stone should solve the problem but that's commonsense fix, from a dummy without papers.
I think the clown who decided to put in the stone, his papers would be best used on the floor of a bird cage!
