Schuylkill County court — ARD

A Tamaqua woman charged by West Penn Township police with driving under the influence of a controlled substance, possession of drug paraphernalia, and other offenses lost her bid to enter a program for first-time offenders.

Samantha Whah, 28, had asked to be accepted into the Accelerated Rehabilitative Disposition program.

But Schuylkill County President Judge William E. Baldwin rejected her request, and placed her on the trial list.

Whah, who was also charged with driving while her license was suspended or revoked, and improper sunscreening on June 22, 2015.

The ARD program would have offered Whah a chance to have her record expunged had she successfully completed it.

But Baldwin wouldn’t accept her into the program after learning she had been charged by Bloomsburg, Columbia County police with passing bad checks and theft by deception on March 25, 2015.

Baldwin did accept 10 others into ARD.

Nathaniel E. Billet-Diaz, 25, of New Ringgold, was charged by Orwigsburg police with driving under the influence and too slow for conditions on Sept. 10, 2016.

Baldwin accepted him into ARD for 12 months, and ordered him to pay $500 to offset the cost of the program.

Joshua Fredericks, 32, of Lansford, was charged by Coaldale police with driving under the influence and disregarding traffic lanes on Dec. 9, 2016.

Baldwin accepted him into ARD for 12 months, and ordered him to pay $500 to offset the cost of the program.

Harley M. Grenfell, 27, of June­dale, was charged by East Union Township police with two counts of possession of a controlled substance and one count of possession of drug paraphernalia on June 21.

Baldwin accepted her into ARD for 12 months, and ordered her to pay $350 to offset the cost of the program.

Bobbi J. Kulaga, 46, of Coaldale, was charged by Pottsville police with passing bad checks on Nov. 12, 2016.

Baldwin accepted her into ARD for 12 months, and ordered her to pay $350 to offset the cost of the program.

William Lynch, 40, of Coaldale, was charged by Tamaqua police with theft and receiving stolen property, and driving while his license was suspended or revoked on May 3.

Baldwin accepted him into ARD for 12 months, and ordered him to pay $350 to offset the cost of the program.

Brittney A. Pester, 27, of Quakake, was charged by Rush Township police with possession of a controlled substance on Jan. 12.

Baldwin accepted her into ARD for 12 months, and ordered her to pay $350 to offset the cost of the program.

Suzan Sinton, 56, of Nesquehoning, was charged by Rush Township police with two counts of simple assault and one of resisting arrest on April 14.

Baldwin accepted her into ARD for 24 months, and ordered her to pay $350 to offset the cost of the program.

He also ordered her to get a mental health evaluation follow up with any recommended treatment.

Justin M. Smith, 28, of Tuscarora, was charged by state police at Frackville with driving under the influence on May 26.

Baldwin accepted him into ARD for 12 months, and ordered him to pay $500 to offset the cost of the program.

Ryan M. Swanzy, 18, of McAdoo, was charged by McAdoo police with driving under the influence and possession of drug paraphernalia on Dec. 3, 2016.

Baldwin accepted him into ARD for 12 months, and ordered him to pay $500 to offset the cost of the program.

James J. Walck, 42, of McAdoo, was charged by McAdoo police with driving under the influence on March 26, 2016.

Baldwin accepted him into ARD for 12 months, and ordered him to pay $500 to offset the cost of the program.
