The state notified the owned on Aug. 16 that its certificate of appointment as an official safety inspection station would be suspended for two months, effective Sept. 15.

In its appeal, Fisher says a representative of PennDOT conducted an inspection of a vehicle inspected by Shawn Fisher of the business approximately 5½ months after the inspection took place on Nov. 24, 2015, and that due to the substantial period of time between the inspection and the PennDOT representative's inspection, the vehicle was not in the same condition as it was at the time of the original inspection.

Fisher also argues the presence of rust is not a violation of the Vehicle Equipment and Inspection Regulations and that the vehicle was not in violation of those regulations.
