LEHIGHTON BOROUGH COUNCIL

Lehighton Borough Council, on a 4-0 vote, with council members Joe Flickinger, Darryl Arner and Donnie Rehrig absent, took the following action last week:

• Adopted a resolution requesting $51,600 from the Commonwealth Financing Authority-Local Share Account Grant for a command vehicle for the borough fire department.

• Approved a change order in the amount of $49,400 for the borough’s Upper Park project to reflect the change in the concrete work in the amphitheater, stormwater pipe replacement, new inlet, depressed curb on north side of amphitheater and ADA access on south side of amphitheater.

• Approved payments for the Upper Park project in the amount of $20,250, and $128,250 for mobilization, demolition, pavers and stormwater measures.

• Approved payment for the Baer Memorial Park Improvements Project in the amount of $22,557 for all aspects of general construction.

• Discussed, but took no action on, the revision of the land development plans for the Lehighton Area School District Elementary Center Project after council previously requested that the district provide a parking plan to meet the zoning requirements. Council also expressed concerns addressed with the event parking layout and fire lane.

• Approved a request from PathStone to change several parking spaces on Third Street for buses.

• Approved the 2020 Uniform Minimum Municipal Obligation in the amount of $201,734.

• Approved the 2020 Non-Uniform Minimum Municipal Obligation in the amount of $193,506.

• Adopted a resolution authorizing the amendment to the Non-Pool Energy Purchase Schedule with AMP with Alternate 1, which is for the Standard Behind the Meter Flexibility, which will extend the borough’s power purchase contract from 2027 to 2032. The borough’s cost as of Sept. 1, is $55.38 per Megawatt hour. Before the amendment, the borough’s price was $61.86 per Megawatt hour. The total savings is 10.5%.

• Approved a resolution approving the form and authorizing the execution of one or more power sales contracts with AMP, and taking other actions in connection with the participation of the AMP Pennsylvania R.I.C.E. Peaking project.

• On a 3-0 vote, with one abstention, appointed Troy Abelovsky to the Civil Service Commission. Councilwoman Autumn Abelovsky abstained from the vote.

• Declined a request from Joseph and Donna Chillari on a settlement offer for the utility bill at 198-200 S. First St.

• Announced that the Light & Power Department will hold an Open House from 10 a.m. to 2 p.m. Oct. 9.

• Appointed Grant Schaeffer as junior council member.
