Carbon County court – ARD
Eleven first-time offenders in the criminal justice system were placed in Carbon County’s Accelerated Rehabilitation Disposition probation program on Thursday by Judge Steven R. Serfass.
If a person successfully completes all conditions of the program their record is wiped clean. However, if they fail to complete the program, or are revoked from it, they would face trial on all pending charges. A person does not admit guilt in entering the program.
All were placed for a year on driving under the influence charges.
Edward Ellis Bailey Jr., 24, of New Ringgold, was arrested on Feb. 11 by Lansford police along Bertsch Street. A test revealed the presence of a controlled substance.
He was assessed $600 for the cost of the program and ordered to render 50 hours of community service and license suspended for 60 days.
Richard Stephen Berger, 24, of Lansford, was arrested on June 16, 2018, by Lansford police along Abbott Street. A test revealed the presence of a controlled substance.
He was assessed $650 and ordered to render 50 hours of community service and license suspended for 60 days.
Jonathan Conde Ramos, 26, of Albrightsville, was arrested March 2 along Route 534 by Kidder Township police. A test revealed a 0.09 BAC.
He was assessed $650 and ordered to render 50 hours of community service.
Michael Thomas Dyson, 23, of Allentown, was arrested on July 6 by state police at Lehighton along Little Gap Road in Lower Towamensing Township. He refused a test.
He was assessed $600 and ordered to render 50 hours of community service and license suspended for 60 days.
Kassidy Joy Hengst, 20, of Slatington, was arrested on May 14 along Route 248 at Bowmanstown by state police at Lehighton. A test revealed the presence of a controlled substance.
She was assessed $600 and ordered to render 50 hours of community service and license suspended for 90 days.
Kristina Horn, 40, of Coaldale, was arrested on May 22 by Lansford police along Water Street. A test revealed the presence of a controlled substance.
She was assessed $600 and ordered to render 50 hours of community service and license suspension for 60 days.
Dennis James Paff, 29, of Aquashicola, was arrested on June 2 by Palmerton police along Delaware Avenue. A test revealed the presence of a controlled substance.
He was assessed $600 and ordered to render 50 hours of community service and license suspended for 60 days.
Samantha Parsons, 23, of Lehighton, was arrested July 28, 2018, by Mahoning Township police along Mauch Chunk Street. A test revealed a 0.09 BAC.
She was assessed $450 and ordered to render 50 hours of community service.
Robert F. Samoleski Jr., 30, of Wilkes-Barre, was arrested on Dec. 13, 2018, by state police at Fern Ridge along Henning Road in Penn Forest Township. A test revealed the presence of a controlled substance.
He was assessed $600 and ordered to render 50 hours of community service and license suspended for 60 days.
Nicole Richie Snyder, 22, of Tresckow, was arrested on May 10 by state police at Hazleton along East B Street in Banks Township. A test revealed the presence of a controlled substance.
She was assessed $600 and ordered to render 50 hours of community service and license suspended for 60 days.
Jaden Isaiah Valentini, 18, of Lehighton, was arrested on April 3 along Bank Street in Bowmanstown by state police at Lehighton. A test showed the presence of a controlled substance.
He was assessed $600 and ordered to render 50 hours of community service and license suspended for 90 days.
Each defendant must also pay court costs of about $1,000, pay a $50 per month supervision fee while in the program and follow any recommendation of their drug and alcohol evaluation.
