Pa. gets ‘D’ in finance

Pennsylvania’s $34 billion budget for the 2019-2020 fiscal year did not include any new taxes or fees, but an economic think tank says the commonwealth’s fiscal health is not as good as it seems.

Truth in Accounting gave Pennsylvania a “D” grade for financial health, ranking the state at number 39th nationally, with one being the best.

Pennsylvania needs $75 billion, according to the annual report. To meet the shortfall, every taxpayer would have to pay the state $17,100. States with a taxpayer burden between $5,000 to $20,000 earn “D” grades.

The reason for the grade is billions of dollars of unfunded retirement costs and future retiree health benefits for workers, said Sheila Weinberg, founder and CEO of Truth in Accounting. She calls it “political math.”

“They say, ‘Oh, the budget’s balanced,’ so therefore, everybody thinks it’s fine, and then they are hiding the cost of expanding government,” Weinberg said. “They are hiding the cost of these pensions and retiree health care liabilities. Well, when these things come due, (they say) ‘We have to raise taxes, because we can’t cut the pensions, we can’t cut those benefits and we can’t cut services.’”

Pennsylvania’s $75 billion debt includes $40.3 billion of unfunded retirement benefits and $24.9 billion in future health care benefits for retirees, the report said.

Pennsylvania is unusual because the retirement fund debt totals $65 billion of the $75 billion shortfall, Weinberg said.

“There must be other costs that they are deferring, which, honestly, we did not identify those,” Weinberg said.

Pennsylvania and other states are putting future health care and retirement costs on the balance sheets now due to a change in the Generally Accepted Accounting Principles set by the Governmental Accounting Standards Board, Weinberg said.

Last year Pennsylvania also received a “D” on the annual report with $82.1 billion in unfunded debt, again, mainly from future pension and retiree health care benefits.

The report is significant because it can help voters have a clearer picture of the actual cost of government, Weinberg said.

“The voters don’t get that choice until, ‘oh, it’s a crisis,’” Weinberg said.

Gov. Tom Wolf signed the state budget in June. The state boosted its “rainy day” fund to about $350 million. Education funding increased by nearly $256 million for K-12 education while $23.1 million was added to help the commonwealth’s agriculture community.

Most professionals approaching retirement now have pensions and health benes. If you don’t I’m guessing you were not a professional.

The pension issue is being worsened due to the anemic stock markets of the last 12-16 months.
The Stock Market has hit over 100 highs since Trump became President. The DOW broke 27k for the 1st time ever. The employment numbers are the highest ever. Record numbers of Hispanics, Blacks, Women, Asians & non High School Graduates have jobs. Many say the reduced tax rates, reduced regulations, corporate enticements to bring back investments, etc have increased consumer confidence to levels never seen before in American economic history. America is Great! Don’t let anyone tell you otherwise.
Please review the last 12 months of the DJIA. As you will see the market is below where it was 12 months ago or most of the year and is essentially unchanged.

Perhaps the debt didn't start with Wolfe, but he hasn't exactly done anything about it either. He is too busy advocating for the legalization of more drugs. Yeh, pot-smoking people driving all over Pennsylvania's highways should really be a step towards progress. Is it just me or does Wolfe always look like he is struggling to take a dump?
Jackie, Gov Wolfe signed into law a bill that transitions state employees away from guaranteed pensions and into 401k type programs. Saying he did nothing is inaccurate
The PA legislature is run by the Republicans. Most know what interests are important to them like monitoring the contents of a woman's uterus and keeping military weapons available. Wolfe people took the time to question Pennsylvanians about Mary Jane and it doesn't surprise me that's what people want. I don't think it will pass by above said GOP. I suggest getting full Tort on your insurance policy and make sure you get enough sleep. Oh and make sure you have enough water in your diet so you don't get constipated.
This has nothing to do with Democrats or Republicans. Wolfe is a lackluster constantly grimacing politician who looks nothing like the guy on his lovely ad campaigns pre election. He is typically invisible except to poke his head out of his fox hole once in a whole and yell out something about pot. Hope he sees your advise on drinking more water. Oh and stop trying to play the partisan card. Believe it or not (idiot) sometimes people discuss the views of a particular politician without leaning towards any one party or the other.

Pretty obvious as an Independent what I lean towards in my posts as the GOP has been taken over by the Evangelicals and now the Trumpers. I noted that the comments in your original post were self-published comments of other people, "contents of the uterus " etc. You presented those comments as if they were of your own creation. Therefore, while lackluster Wolfe gets a "D" in Pennsylvania's finance, you get a "D" for plagiarism. I understand that you liked the other people's words, and probably thought they made you sound superior or smart, but you need to take the ideas and put them into your own words. Did you have a chance to get much "schooling"? And regardless of whether you are a Democrat or Republican, this newspaper has published this article stating that Pennsylvania's finances get a "D". The top dog in Pennsylvania who is tasked with correcting problems like this is Wolfe. The fact that he is instead focused on getting more drugs into the hands of Pennsylvanians shows a real disconnect between his ideas and what Pennsylvanians really need. Wolfe thought it was a great idea to spray weed killer all over our state. Now HE has cancer. Karma?
Well I would like to know where those self published contents are. Those are my own words Jackie. I have read zillions of educational articles over the years. I don't play computer games, read gossip columns, doodle in conspiracy theories, drink, do drugs or call other people names. I share what I have learned. I certainly agree with your comments on Weed and the spraying of chemicals. The Dems seem much more concerned with destruction of our planet and chemicals as Mr. T just allowed more pollution and chemicals in our nations river, streams and water. Did you know that.
