Schuylkill woman cited for neglect

A Schuylkill County woman has been cited for animal neglect.

State police at Frackville said on Tuesday troopers were called to the unit block of Walnut Street, in Delano Township, for a report of dogs left in an abandoned residence. On scene troopers found two dogs to have no food or water and showing signs of being malnourished. The residence had not been cleaned for some time and was overrun with fecal matter.

The Pottsville SPCA took custody of the two dogs. The township code enforcement officer condemned the residence as unfit for human habitation.

As a result the owner of the dogs, identified as Patti Herring, 30, of Mahanoy City, has been charged with the summary offense of neglect of animals.
