WASHINGTON (AP) — A top White House official said Sunday that President Donald Trump is “deadly serious” about imposing tariffs on imports from Mexico, but acknowledged there are no concrete benchmarks being set to assess whether the U.S. ally is stemming the migrant flow enough to satisfy the administration.

“We intentionally left the declaration sort of ad hoc,” Mick Mulvaney, the acting White House chief of staff, said on “Fox News Sunday.”

“So, there’s no specific target, there’s no specific percentage, but things have to get better,” Mulvaney said. “They have to get dramatically better and they have to get better quickly.”

He said the idea is to work with the Mexican government “to make sure that things did get better.”

Top officials from the two countries sides will meet Wednesday in Washington. Leading the delegations are Secretary of State Mike Pompeo and Foreign Relations Secretary Marcelo Ebrard.

But Trump played down the effort. “Mexico is sending a big delegation to talk about the Border,” the president tweeted Sunday. “Problem is, they’ve been ‘talking’ for 25 years. We want action, not talk.”

Trump claims Mexico has taken advantage of the United States for decades but that the abuse will end when he slaps tariffs on Mexican imports next week in a dispute over illegal immigration.

“America has had enough,” he tweeted.

The president said last week that he will impose a 5% tariff on Mexican goods on June 10 to pressure the government of Andres Manuel Lopez Obrador to block Central American migrants from crossing the border into the U.S.

Trump said the import tax will increase by 5% every month through October, topping out at 25%.

But the president has been here before, issuing high-stakes threats over his frustration with the flow of migrants only to later back off. They include his threat earlier this year to seal the border with Mexico.

Republicans on Capitol Hill and allies in the business community have signaled serious unease with the tariffs that they warn will raise prices for consumers and hurt the economy. Some see this latest threat as a play for leverage and doubt Trump will follow through.

GOP Sen. John Kennedy of Louisiana, called the tariffs a “mistake” and said it was unlikely Trump would impose them.

The president “has been known to play with fire, but not live hand grenades,” Kennedy said on CBS’s “Face the Nation.”

“It’s going to tank the American economy,” he said. “I don’t think the president’s going to impose these tariffs.”

Mexican officials are due to meet later this week with Secretary of State Mike Pompeo in a bid to come to a resolution.

“I think what the president said, what the White House has made clear, is we need a vast reduction in the numbers crossing,” Kevin McAleenan, acting secretary of the Department of Homeland Security, said on CNN’s “State of the Union.”

Mulvaney, who also appeared on NBC’s “Meet the Press,” said Mexico could take various steps to decrease the record numbers of migrants at the border.

He suggested the Mexican government could seal its southern border with Guatemala, crack down on domestic terrorist organizations and make Mexico a safe place for migrants seeking to apply for asylum.

“There are specific things that the Mexicans can do,” he said.

Mulvaney insisted that Trump’s threat is real. “He’s absolutely, deadly serious,” Mulvaney said.

Economists and business groups are sounding alarms over the tariffs, warning they will hike the costs of many Mexican goods that Americans have come to rely on and impair trade.

But Mulvaney played down those fears, saying he doubts business will pass on the costs to shoppers. “American consumers will not pay the burden of these tariffs,” he said.

He also suggested the tariffs were an immigration issue, separate from the trade deal the United States is trying to negotiate with Mexico and Canada.

The tariff threat comes just as the administration has been pushing for passage of the United States-Mexico-Canada Agreement, which would update the North American Free Trade Agreement.

Several top GOP lawmakers have expressed concerns that Trump’s tariff threat could upend that deal. The chairman of the Finance Committee, Sen. Chuck Grassley of Iowa, said last week the tariffs would “seriously jeopardize” passage of that agreement, which needs approval in Congress.

Come on Joe. You are sitting on the “John” of hatred for quite some time now. You overlook any positive. You do realize that these tariffs are only a secondary means of accomplishing the important goal of sealing the border. The USMCA was a great accomplishment aside. This tariff stuff is necessary because Mexico has to help the border crisis (that you refuse to believe-in spite of all evidence). This is a secondary problem caused by the Democrats refusing to cooperate. Don’t be shallow and blame President Trump for this. Trump is a great businessman that knows what he is doing. Mexico will come around. Hopefully, you, Joe, will get up off of the “John” of ignorance and not wallow in self-imposed ignorance & hatred.
These increases are horrible. Call your Democrat Representative and tell them to build the wall so these tariffs aren't needed. The Democrats should have just done as they once wanted to do... Build The Wall!
Democrats own this folks, don't get confused on this.
Let’s stop making this partisan you say...look at the votes years ago under President Obama concerning a border wall. Look at who denies that even a border crisis exists now. Which party changed their votes? Why did they change their votes, Joe? The Democrats changed their votes because they want to deny Trump credit. If Trump gets credit for the wall he will be easily re-elected. Democrats are essentially allowing a crisis that is unsafe and expensive to occur just to spite America. How partisan is that? Years ago Democrats all admitted they needed a wall. Conditions worsened, now why have a change in mind? Trump Derangement Syndrome is your answer.
New border surge prompts 10% jump in 2019 prediction to 1,072,000 illegal immigrants. The Mexico tariffs have everything to do with a wall, and this prediction is startling.
The wall didn’t get done in the first two years because of Democratic resistance. Democrats even boycotted Trump’s inauguration, if you remember that. Some staunch Republicans were paralyzed for a while as fake allegations of Russian Collusion swirled around as a distraction to effective government. Democrats in Congress have been dragging their feet. There is a border crisis that is beyond being able to cover up now. Democrats are denying this crisis. If a wall gets passed, that means victory for Trump. At the cost of a secure America, Democrats want to deny Trump victory. Normal taxes from commerce between Mexico and the U.S. will pay for the wall...just as Trump promised. You seem to have developed selective amnesia Joe. President Trump has had no cooperation from even before he got into the White House till now. Implementing tariffs are an alternative way to control immigration since Democrats have absolutely refused to cooperate to solve the problem that has existed for quite some time. This is a matter of record, Joe, that you seem to forget. The only problem with a wall now, Joe, would be that Trump would get credit for it. Democrats would rather sink the country than to leave that happen. So Democrats are fine with crime, drugs, and illegals walking in through porous borders. There is no crisis, they say.
Tariffs are not preferred by President Trump, perhaps you saw that tidbit. Due to refusal to cooperate, Democrats caused Trump to go to alternative means. Alternative means are tariffs. Tariffs will be effective. Mexico was quick to send emissaries to discuss tariffs weren’t they? Why do you think that is the case? You, Joe, are rooting for Trump to botch this up, aren’t you? For this, both parties agree that you are stupid.
Winner, winner, chicken dinner! Trump is the Master...thank you very much. Now here we go once again. Hateful liberals insult President Trump by criticizing everything he does. Trump uses tariffs as a secondary means to twist Mexico to help with the influx at our Southern Border. Experts with no experience lambast him for ruining the economy. Mexico can’t get diplomats here fast enough to negotiate. Negotiations go good, then reach a temporary impass. President Trump has a pressy and states the tariffs will go into effect in a few days just as scheduled. Chuck Schumer undermines Trump. Mexico, collapses. Liberals don’t understand how effective negotiations work. Trump is brilliant. Understand that Trump used a secondary means to solve a problem that has been ongoing for a while, without any help from Liberals who still don’t care about the safety risk or cost of open borders. Now, after being insulted by “liberal experts” who have been proven wrong, Trump gets insulted for having orange hair and threatening Mexico with tariffs that aren’t “nice.” Liberals look beyond noticing that the idea that Trump used won. Only noticed that he has orange hair. Didn’t see that Mexico came around to help while Democrats didn’t even lift a finger. MAGA! Another win President Trump. Tariffs do not have to be enacted. The volatility of the market stabilizes just like it was a week before U.S. - Mexico tariffs were even brought up. Losers in the media, the Democrats, those with Trump Derangement Syndrome who were wrong stay quiet as they criticize Trump for being stupid...with orange hair. The losers refuse acknowledging that they were wrong at all. Trump won, but gets denied any credit. Nothing happened. We know better than that. Isn’t this how it works again and again, Joe? Didn’t seem to notice. This is why liberals that deny truths are intellectual frauds.
Next comes my favorite part for hypocrisy. One, who has difficulty spelling words, and who was just blatantly wrong (again) insults President Trump for being stupid. This is in spite of just being fully wrong. Another, who spreads falsehoods and blasphemy against Trump, falls back on a “fantasy morality clause.” It seems that Trump is so immoral that 100% of 100% should rule against Trump. It is fine, however to lie and fib to any extent to belittle Trump. It didn’t happen. Obama created that. Democrats did that. Russian collusion. How could you not notice that x happened, even though Joe missed that a thousand things happened? Joe’s omissions are fine. So many omissions occur that Joe has tremendous gaps in knowledge and understanding. That is ok. That is yet another example of an intellectual fraud that just lost a bout with Trump. Go Trump! America is tired of intellectual light-weights trying to bully America!
