Lehighton board debates elementary school appraisals

A debate on the appraisals of two recently auctioned Lehighton Area School District elementary schools came to a head during Monday’s board meeting.

Mahoning and East Penn elementary schools were auctioned in November and sold for $350,000 each.

The district is closing all four of its elementary schools following the 2017-18 school year and opening an elementary center for all of its K-5 students.

Duane and Lavona Schleicher plan on turning the East Penn building into a senior living center, while Behavioral Health Associates will continue to use Mahoning as a school for its program.

Before the auction took place, district solicitor William Schwab said the appraisals for both buildings were within 10 percent of the $350,000 base bid.

On Monday night, board member David Bradley Sr. asked for the name of the company that did the appraisals and a copy of the appraisals.

Schwab, however, said a mistake occurred leading to no hard copies of the appraisals.

“The appraiser did the appraisal. He gave us the numbers and never sent a bill or a copy of it to our business office,” Schwab said.

Per the public school code, any property sold by public auction does not require appraisals.

Verbal appraisal numbers were shared with the board before the auction, Schwab said.

As for Bradley’s request for the name of the appraiser, Schwab said that information will not be made public.

“I would never tell you period, as I’m not going to expose someone else to your ridicule and your harassment,” Schwab said.

“I’ll never say it so long as you’re on the board, and you will crucify that person who made a mistake.”

We have a solicitor who stated the first two schools, sold at auction, sold within 10% of the appraisal. We have a former school board member, stating she saw appraisals. We have an appraisal company who did an appraisal but "someone" made a "mistake" and there is no record of the appraisal. No bill sent, no record whatsoever. But they sold within 10% of said appraisal. Then we are told it was a verbal appraisal. What was the mistake that was made? Was it too low, was it too high, something else? Don't give a name just what was the "mistake"? Tell us that. Then we have someone formerly in Real Estate, getting up at a meeting and stating there is no comps (comparables) to be able to do appraisals. That's why there were no appraisals done. We are told that when sold at auction there are no appraisals needed. (but they sold within 10% of the appraisal that was not ever received in written form, remember?) And after all of this, the person who said there were no comps so that's why there were no appraisals, gets appointed the the School board by the Judge. And the two remaining schools have appraisals. But there are no comps! How did this happen? You can't make this stuff up! Guess I was born yesterday.
As a one time resident of the Lehighton Area i had respect for Mr. Bill Schwab, but these comments lead to the perception of some under handed dealings going on here. Maybe some greasing of the palms or some PAY BUCKS going on here ?
I doubt there was money that changed hands. But the 2 schools were sold at auction a few days prior to the School Board elections. But with the new board members elected they wanted to know why (as did the taxpayers) they sold for such a low price. One of the schools having 12 acres of property. People questioned the price and whether or not appraisals were done. the statement by the solicitor stating they sold within 10% of the appraisal was the first statement made once people started questioning all of this. As far as I know, anyway. My understanding of the role of the solicitor is that he/she is to carry out the wishes of a majority of the Board. We did not find out, until recently, that appraisals are not needed if sold at public auction. So why not just say that at the beginning? Instead we have a bunch of contradictory statements on the matter. Transparency in the LASD would solve most of this, but it seems the Board majority does not want transparency.
Yup I called it a LONG time ago ..... Good Ole Boys network is alive and well !! I can't believe in this day and age that you do not have to have supporting documentation for something! This is why WE all believe lasb is as crooked as we all believe it is!
There was a gentleman who posted a comment on this article on the Times News Facebook page asking Mr. Hedes if this is the reason that the Times News seems to be reporting in a biased manner. Meaning they are in favor of the previous incumbents on the LASD School Board. He included this- 3 Invoices for Payment Motion by Richard T. DeLuca, seconded by John M. Strockoz, to
approve the transfers and invoices for payment as presented.
MOTION CARRIED, Schwab, DeLuca, Berger, Cunfer, Strockoz
voting yes with Schwab abstaining from the Pencor Hydraulic
Hose & Fitting, Times-News / Blue Ridge invoices as he sits on the
Pencor Board. Memorandum of Abstention made a part of the
