Saylorsburg man charged with over 40 counts of sexual abuse of children
A Saylorsburg man has been charged with over 40 counts of sexual abuse of children.
According to the affidavit of probable cause filed by Daniel Block, a special agent with the Bureau of Criminal Investigations of the Pennsylvania Office of Attorney General:
Block received a CyberTip from the National Center for Missing and Exploited Children after Dropbox reported a subscriber, discovered to be Robert Kocher Jr., who uploaded videos that appeared to contain child pornography.
Once the Internet account was located, Block posed as a 14-year-old girl.
During the chats, Kocher sent Block a picture of himself, stating, “I’m bobby, I’m old 38, I’m from Saylorsburg Pennsylvania, USA, I have (two children) that live with me.”
After Block said “she” was 14 years old, Kocher solicited the “child” and sent three sexual videos.
On April 17, a search warrant for the address was signed by District Judge Colleen Mancuso of Brodheadsville.
At 7:50 a.m. April 18, agents from the Pennsylvania Office of Attorney General, Pennsylvania State Troopers, and agents from Homeland Security executed the warrant at the home.
During the interview, Kocher admitted to being the person who was communicating with the purported child. He admitted to downloading child pornography several times a week for the last few years.
Kocher said that he was actually viewing child pornography when Block knocked on the door, admitting that he would obtain and then trade child pornography on his chat app and save it to his cloud.
At least 20 videos of child pornography were found in a shared folder Kocher created to make them accessible to others for download and further dissemination.
Kocher had at least 20 images of child pornography on his phone.
Kocher faces charges on 42 counts of sexual abuse of children; three counts of dissemination of obscene materials to minors; two counts of unlawful contact with a minor, and one count of criminal use of a communication facility.
He is currently incarcerated in the Monroe County Correctional Facility in lieu of $150,000 bail and is scheduled to have a preliminary hearing May 10 before Mancuso.
