GOP not committing to voting machines
HARRISBURG — Republican lawmakers are refusing to commit to the millions of dollars sought by Democratic Gov. Tom Wolf to back up his demand that Pennsylvania’s counties buttress election security by replacing their voting machines before 2020’s presidential elections.
Republicans who control Pennsylvania’s Legislature say that a roughly $34 billion budget counterproposal they are finalizing does not include the $15 million Wolf requested, and that they want Wolf to back off his stated intention to decertify voting machines in use last year.
Republicans never agreed to require counties to replace voting machines, and helping finance the purchases is Wolf’s problem, not theirs, said Senate Majority Leader Jake Corman, R-Centre.
“This was a crisis that the governor created, and he needs to resolve it,” Corman said in an interview. “I feel bad for the counties, because he put a huge unfunded mandate on the counties, but that’s his responsibility.”
Wolf last year began pressing counties to buy machines with a paper-based backup, following warnings by federal authorities that Russian hackers had targeted Pennsylvania and at least 20 other states during 2016’s election.
Wolf’s administration has warned lawmakers that Pennsylvania could otherwise be left as the only state — and certainly the only presidential battleground state — without voter-verifiable paper systems that allow a voter to double-check how their vote was recorded.
Wolf’s office said in a statement Wednesday that the integrity of Pennsylvania’s elections “is everyone’s responsibility” and that it would continue pushing for lawmakers to support aid to counties.
“If they elect not to support protecting Pennsylvania’s votes, Governor Wolf will assess the best path forward for the commonwealth,” Wolf’s office said.
Pennsylvania is one of about a dozen states where some or all voters, until recently, have used machines that store votes electronically without printed ballots or another paper-based backup.
The so-called direct-recording electronic machines in wide use in Pennsylvania make it almost impossible to know whether they’ve accurately recorded individual votes or if anyone tampered with the count.
But Republican senators have complained that Pennsylvania is rushing to buy machines at considerable taxpayer expense when there are logistical hurdles and no legitimate example of an election irregularity in the state.
“This is sort of the governor buying into the whole national narrative that Trump stole the election,” Corman said. “There’s zero proof of that.”
Wolf’s administration, however, contends that the Trump administration supports its position.
Since 2016, a wide range of election integrity advocates and computer scientists, as well as former Homeland Security Secretary Kirstjen Nielsen, have urged states to switch to machines that produce an auditable paper trail.
The total replacement cost could exceed $100 million in Pennsylvania. Wolf’s plan, issued in February, is for the state to pay $15 million to counties each year for five years, for a total of $75 million.
Information provided by Wolf’s administration Wednesday showed 33 of 67 counties, including Philadelphia, have plans to start using new voting systems on or before the April 2020 primary election. Several of the state’s most populous counties were not among them.
A particular sticking point for Republicans is Wolf’s administration forcing all 17 counties that already use machines with a paper-based backup to replace them.
Wolf’s administration has maintained that those machines are aging, lack continuing support for their software and hardware and will be more expensive in the future to replace.

The first line to honest and secure elections would be voter I.D.
Now who fought that tooth and nail, calling proponents racists? How much would that cost in comparison to this machine purchase?
The machines can not be hacked. I work the polls as a clerk/machine inspector, and there are several levels of accountability. You folks should be more concerned with non-citizens voting in our elections, as they do. That dear friends, is outside interference.
This decision of the governor is based on B.S.
Decisions need to be made on sound truth. We do not need every county in the state, to be strapped with this needless expense.
There never was, and never will be Russian, or any other outside concern that can, will, or does hack into PA's voter machines. Nope!

In 2016 the GRU compromised the Illinois state of elections, gained access to a database containing information on millions of registered voters and extracted data. GRU targeted employees of un-named voting technology co. that developed software network used by numerous U.S. counties to manage voter rolls & installed malware. The FBI believes this operation enabled the GRU to gain access to network of at least one Florida county government. I read the whole report. It's about time you folks understand that, America is a "REPUBLIC", if we can keep it.
As for the Mueller report? Wait until Mueller, the report, and all involved get investigated, before you go making your every last decision based on it.
I don't care if its china russia or barbadoes, we need to protect our elections. Trump refuses to protect us, the states will have to do it.

2) not a single vote was tampered by Russians (paper ballot-impossible)
3) Gov Wolf for 1st time ever rendered all present machines inop. Forcing legislative replacement. This gives impression that effective tampering occurred.

The Russians are not and will never be our friends. All measures should be taken to uphold our election integrity. That being said, the Russians did not alter 1 vote in the last Presidential Election. That is not to say that the Russians will not try. President Obama was in charge of election integrity in the 2016 election. President Obama is on record that the Russians could/did not tamper with our election.
There has been election fraud. Democrats have been caught “red handed” changing votes many times. Check out “Operation Veratas (sp?)” which was an undercover sting operation by investigative journalists that found a startling number of cases of organized voter fraud on many different levels. Cemeteries voted. Citizens voted up to 5 times. Gifts were given to people to change their votes. Busses took voters to different districts to cheat. Poll workers overlooked bags of cast ballots. This is alarming. You will agree we need election reform when you see this single report. Incidentally, a high percentage of this election fraud was Democrats. Like 98%, as I recall.
We need election reform to validate our polls. It must be fair and thorough. Some will not like what you see. We need voter registration cards. We need election integrity. I will pay my share of the cost. But, along with that- no more 103% of Philadelphia district votes Democrat. No more cemeteries vote Democrat. No more Dallas Cowboys line vote Democrat. No more pack of cigarettes for Democrat vote. Those days are over. Both parties need to make elections fair and precious. Both parties have to honor and abide by the results also.
